The definition of a pet sitter, according to various dictionaries, is “caring for pets in their own home while their owners are away from home”.

The definition of boarding is care for a pet at an establishment which provides accommodation, feeding and general care for dogs and cats on a short term, or longer, basis. In-home boarding is by a pet care provider who provides care in their own home.

So, based on the definitions, a pet sitter will provide care in the pet’s home and not in the pet sitter’s home. In that case it is boarding.
